It will work for some but not all. What will make it go is the physical grain that was grown with the low ci score not actually needing to be used at the ethanol plant. This will also help protect basis in the areas where ethanol is produced but the local farmers not having a ci score to qualify. If the physical grain needs to be shuffled around then non participating farmers will get crushed by basis if a large percentage of the farmers in that area do not qualify.
