And yes, it is almost always about $$$ spent, and regulations passed, and not actual conditions on the ground.
I remember NE getting 'ranked' around 42nd or 43rd for their schools because they don't spend as much $$$ as most States, and don't have as many inclusion laws or at least didn't at the time of the ranking.
However, academic scores were in the top 5 of States, so take those rankings with a grain of salt. | |
