If I could add it best to physically remove the fuse and check it out of fuse box. I had a buddy who loved pranking people by cutting one spade off a random fuse in his friends vehicles and the reinserting the fuse. The test light always had power on both sides of fuse. Take note I said I "HAD" a buddy.
