In IA your lines should be at least 5' deep, so very unlikely to be affected by the roots, the water issue is limited to the small area around the tree so it wouldn't be enough for me to get rid of a shade tree. Compromise by planting some other trees away from the lines, and cut this one down in twenty years, long before it gets big enough to cause problems.
