| You either have one of the rare 3000’s with an inline Sims pump or someone added a hand pump to the fuel system. If it is a Sims pump then try what was suggested earlier and turn the engine over so the lever on the hand pump is not on the high side of the pump cam. You can take the hand pump apart to check if the valves are still seated. The pivot of the lever of the hand pump could be broken.
While you may have fuel flow when a line is removed, under suction the fuel shut off may plug with debris. The screens on the shut off valve are notorious for falling off.
