A question of "how hard is it to get to those acres" really needs to be asked.
I've some pasture land that *could* be converted to crop ground... problem is getting things in and out. Stuff that is a long ways from roads, stuff that is difficult terrain-wise to get heavy equipment (especially loaded carts or trucks) out.
So 70 million acres *might* take some road building to make them accessible.
